At Scanlan, Buckle & Young, P.C. we have found that local officials can avoid legal problems when working effectively with qualified attorneys whether serving as city attorney, general counsel or working on a specific project.  We have represented various governmental entities throughout Hays, Travis and Williamson County.  Our local knowledge and extensive governmental experience offer our clients a broad range of legal services from the simplest task of drafting local ordinances to complex litigation issues involving land use and environmental matters.  The law firm also frequently represents individuals and entities in litigation and before those local governmental bodies which it does not otherwise represent.

The Firm has represented over the years other municipalities and governmental entities, either as general counsel or on specific projects.  Below is a representative list of governmental entities for which we have provided legal services:

Austin, Texas
Represented the City of Austin in obtaining a permit to expand its municipal solid waste landfill (1982). Retained to advise the City Council on amendments to Chapter 245 of the Texas Government Code (1999). The law firm has represented numerous clients before the City's boards and commissions.

Bee Cave, Texas
Retained by a member of the Zoning and Planning Commission and a City Council member to advise them regarding a proposed watershed ordinance. (2000)

Creedmore, Texas
Assisted the City of Creedmore in its efforts to annex lands which were proposed for a solid waste landfill. (1988)

Garfield, Texas
Served as the City Attorney from 1986 through 1992.

Jonestown, Texas
Served as City Attorney from 1985 through 1995.  Tom Buckle was also the Chair of the Zoning and Planning Commission from 2000 through 2005, a member of the City Council from 2005 through 2006, and is currently Mayor Pro Tempore  on the City Council.

Lago Vista, Texas
In 1998 and 1999, the Firm represented a number of citizens opposing an effort to convert Lago Vista from a general law to a home rule city.  In 2005, the firm was retained by a number of landowners in a lawsuit to be de-annexed from the City of Lago Vista and set aside development decisions made by the City Council.

Lakeway, Texas
Served as City Attorney from 1982 to 2007.  Also represented the City in a number of lawsuits and served the City as General Counsel to the City Council and its departments. 

Leander, Texas
Retained to represent the City in obtaining a permit for a sewage water treatment plant. (1985)

Pflugerville, Texas
Retained to represent the City in protesting a sewage treatment plant upstream of the City limits and to assist the City in obtaining a permit for its sewage treatment plant. (mid 1980's)

Sunset Valley, Texas
Served as City Attorney from 1982 to 2020.  Also represented the City in a number of lawsuits and served as General Counsel to the City Council, its departments and as Prosecuting Attorney for Municipal Court.

Rollingwood, Texas
Served as City Attorney and as Prosecuting Attorney for Municipal Court from 2011 through June 2019.

Volente, Texas
Served as City Attorney from 2004 through October 2017.  

Westlake Hills, Texas
Served as City Attorney from 1978 through 1986.
